Low Carb Philly Cheesesteak Casserole is a hearty, cheesy dish made with ground beef, bell peppers, onions, and a creamy cheese topping — all the classic Philly flavors without the bread.

Ingredients

Scale

2 lbs ground beef (80/20 fat ratio preferred)

1 large onion, diced

2 large bell peppers (green, red, or mixed), diced

2 cloves garlic, minced

8 oz cream cheese, softened to room temperature

2 tbsp Worcestershire sauce

Salt and pepper, to taste

8 oz provolone cheese, sliced

1.5 cups mozzarella cheese, shredded

1 tbsp olive oil

Instructions

  1. Preheat your oven to 350°F (175°C) and spray a 9×13 baking dish with non-stick spray.
  2. Heat olive oil in a large skillet over medium heat.
  3. Add diced onions and bell peppers; cook for 5–6 minutes until softened and fragrant.
  4. Add minced garlic and cook for another 30 seconds, stirring constantly.
  5. Add ground beef to the skillet, breaking it up as it cooks. Season with salt and pepper.
  6. Cook for 7–8 minutes until fully browned. Drain excess fat if necessary.
  7. Stir in Worcestershire sauce to coat the beef mixture.
  8. Reduce heat to low and mix in softened cream cheese until melted and smooth.
  9. Transfer the mixture to the prepared baking dish and spread evenly.
  10. Layer torn provolone slices on top of the beef.
  11. Sprinkle shredded mozzarella over the provolone layer.
  12. Bake for 22–25 minutes until the cheese is bubbly and golden.
  13. Let the casserole rest for 5 minutes before serving.

Notes

Use high-fat ground beef for juicier texture.

Drain extra oil to help the casserole set better.

Cheddar cheese works as an optional substitution for variety.
